If you love the outdoors and care about the future of Maine’s lakes and ponds, this job might be right for you! You will work on Kezar Lake and the surrounding ponds in the Kezar Lakewatershed and ful ll a critical role in keeping the watershedfree of invasive plants. Training will be provided.

DUTIES

25-35 hours per week, May – September. Additional hours to attend monthly meetings will be required year-round. The co- ordinator will be a town employee and a member of the Lovell Invasive Plant Prevention Committee.

PRINCIPAL RESPONSIBILITIES

Recruit, schedule, train and supervise paid and volunteer inspectors to provide daily boat inspection coverage on several boat launches in the watershed.

HIGHLAND LAKE LOWERING NOTIFICATION

Starting Friday, October 30, 2020, we will begin Highland Lakes’ water lowering process, which will allow lakefront property owners to perform their dock repairs, place rip rap, clean the exposed lake bottom along the shoreline, and per- form other waterfront improvements. This process will cease by November 30th.

Lakefront property owners should take actions necessary to protect their personal property. This includes, but is not limited to, adjusting pontoon retaining lines and/or properly securing or removing all boats, canoes and kayaks.

Owners planning improvements to their docks or shorelines are advised to consult the DEP and Brenda Day, Code Enforce- ment Of cer, for allowed improvements or permits required prior to doing so. Use applications to construct solar farms on adjacent properties at 1011 Knights Hill Road (Map R-9, Lot 17, owned by Sharon and Francis LaRosa) and 784 Lovell Road (Map R-9, Lot 9, owned by Charlotte Riley).

The Board will commence with a site walk at 4: p.m., starting at 1011 Knights Hill Road and proceed on foot to both properties. The Board will reconvene

Sealed proposals are being accepted for the Town of Bridgton, Bridgton Community Center Project (the “Project”), which consists of obtaining competitive bids from responsible and responsive contractors to:

Remove and replace exterior door hardware to include replacement of exit devices, lock sets, door closers and weather-stripping as noted. 

Remove and dispose of all interior carpeting, prepare floor for installation of carpet tiles. 

Provide services as required to relocate and put back all furnishings and boxed goods in areas to be carpeted. 

Provide for the installation of Qty-2 dual LED flood lamp fixtures to the rear of the building in conduit evenly spaced as directed by the owner. 

Provide interior mounted switch and photo eye(s). 

Provide Qty-2 double gang 20 amp exterior GFI outlets in conduit to the rear of the building evenly spaced as directed by the owner. Test all interior duplex outlets for proper operation. 

Carry the cost for replacement Qty-12 and provide cost to owner for additional outlets as per requested/required.

A mandatory pre-bid meeting will be held on Thursday May 14, 2020 at 8:30 a.m. at the Bridgton Community Center, 15 Depot Street, Bridgton, ME 04009 to examine the work site. Attendance at this meeting by the contractor or the contractor’s qualified representative is a mandatory prerequisite for the acceptance of a bid from that contractor. The pre-bid will be conducted in accordance with social distancing and all bidders will be required to wear face masks. Any questions will be addressed in writing and distributed to all interested bidders.

Bid results will also be posted on the town’s website for public viewing. Except as provided herein, the town shall award the contract to the lowest responsive and responsible bidder. To be considered responsive, bidders must provide enough information with their bids to constitute a definite, firm, unqualified and unconditional offer.

Invasive Plant Prevention Committee (LIPPC)

Request For Quote — Five Invasive Plant Surveys on Cushman Pond

Overview: The Town of Lovell, through the Lovell Invasive Plant Prevention Committee (LIPPC),  is requesting four Level-Two surveys of Cushman Pond (Midas #3224) and one Jack-Stay dive survey performed in May – September 2020. 

Contract Specifications:

(1)    All littoral areas of the water body and the Outlet Cove will be inspected during each survey.

(2)    The deep water of the Outlet Cove, approximately 650 feet from the landing, will be surveyed using the “Jack-Stay” grid pattern for one of the five dives. The clarity of the water will determine the tightness of the grid pattern (see map at the town office).

(3)    Any plants located during the survey will be removed when located or marked with markers for removal and matting at the completion of the survey if marking is deemed to be better for preserving the water quality during the survey.

(4)    Upon completion of the survey, the plants will be removed and properly destroyed. The location of the plant removed will be matted. Each mat will be numbered and a map showing their locations will be maintained.

(5)    Any mats that have been used prior to this mapping will be thoroughly washed and cleaned to prevent any new contamination entering the water body. In addition, harvest bags must be in the proper operational state so no fragments can escape.

(6)    All dive equipment and accessories that will be exposed to the water will have been properly inspected and cleaned to prevent any cross contamination. 

(7)    As per DEP guidelines, any boats that enter the water will need to be inspected by a designated DEP representative prior to the start of the survey. 

(8)    The contractor will be in compliance with all OSHA dive requirements and be able to present documentation that confirms compliance.

(9)    The contractor will have Commercial General Liability Insurance which covers up to $5,000 medical expenses on any one person, up to $100,000 for damage to rented premise, up to $1,000,000 personal injury, a $2,000,000 general aggregate limit, products/completed operations aggregate limit of $2,000,000. 

(10)  The contractor and crew will have met VLMP Invasive Plant Patrol Workshop requirements as certified by the Maine DEP.

(11)  Payment shall be made at the completion of each dive after receipt of report.

RFQ Submission Deadline/Contract Award:

The deadline for submitting the proposal to the Town is by close of business April 7, 2020. The contract is scheduled to be awarded by the Selectmen at the April 7, 2020, meeting. Please provide a detailed proposal that meets the above criteria.

Notice of Tax Sale

The Board of Selectmen of the Town of Lovell is accepting bids for the purchase of the municipality's interest in The Noah Eastman Lot. Each bid must be in writing and in a sealed envelope marked “Tax sale bid" on the outside. Each bid may be for one property only; any person wishing to bid on several properties must submit a separate bid for each one. All bids must be received by the Board of Selectmen no later than 5:00 P.M. on February 21st, 2020. Late bids will not be opened or considered.

Each bid must also include the bidder's name, mailing address and phone number and must be accompanied by a deposit in the form of a certified check or money order, in an amount equal to or greater than 20% of the bid price. Each successful bidder's deposit will be credited to the total purchase price for that parcel. Deposits will be returned to the unsuccessful bidders. Any bid which does not contain the proper deposit will be rejected.

Bids will be opened, reviewed and awarded by the Selectmen at the Town Office on February 25th, 2020 at 7:15 P.M. The Board of Selectmen reserves the right to reject any and all bids. Each successful bidder shall have 60 days from the date of the bid acceptance in which to complete the purchase. Each property will be conveyed by a municipal quitclaim deed without covenants. In the event that a successful bidder fails, for any reason, to complete the purchase in the time stated, the bid acceptance is void and the bidder's deposit shall be forfeited to the Town.
