Public Notice of Intent to File

Please take notice that MSAD #61, 900 Portland Road, Bridgton, Maine, 207-693-6467, intends to file an Air Emission License application with the Maine Department of Environmental Protection (DEP) pursuant to the provisions of 38 M.R.S.A., Section 590 on 12/12/2014. The application is for replacement of a new Wood Pellet boiler at Lake Region High School at 1877 Roosevelt Trail, Naples, Maine. According to Department regulations, interested parties must be publicly notified, written comments invited, and if justified, an opportunity for public hearing given. A request for a public hearing or for the Board of Environmental Protection to assume jurisdiction must be received by the Department, in writing, no later than 20 days after the application is accepted by the Department as complete for processing.

The application and supporting documentation will be available for review at the Bureau of Air Quality (BAQ) DEP offices in Augusta (207-287-2437), during normal working hours. A copy of the application and supporting documentation will also be available at the municipal office in Naples, Maine.

Notice to person(s) plowing driveways within the limits of The Town of Bridgton, Maine
Warning is hereby given that no person or persons shall plow, shovel or otherwise deposit snow, or cause the same to be done, into the limits of any traveled public way within the Town of Bridgton.
It is permissible to plow the snow bank left by the street plow directly in front of a driveway to each side of the driveway onto the snow bank.
Pursuant to MRSA 17A, Section 505, “Placing Obstructions on a Traveled Road” and MRSA 29A Section 2396 “Snow, a person may not place and allow to remain on a public way snow or slush that has not accumulated there naturally.” Persons in violation of these laws shall be subject to legal action.

TOWN OF BROWNFIELD
Three Vehicles for Sale by Sealed Bids
The Town of Brownfield has three vehicles that it is offering for sale by sealed bids. They are: two highway department trucks and a former ambulance chassis and box body. There is no minimum bid required. These vehicles will be sold to the highest bidder providing that bids are received at the Brownfield Town Office, 82 Main Street, Brownfield, ME 04010 at or before 4:00 p.m., on December 9, 2014. Vehicles will be sold “as is” and “where is” with no implied warrantees or guarantees by the Town. Bids shall be sealed and clearly marked on the envelope the specific vehicle the bid is for. If you are submitting a bid for more than one vehicle, separate bid submissions for each vehicle are required. Bids will be opened by the Board of Selectmen at its meeting on Tuesday, December 9, 2014, at 5:30 p.m.
The Board reserves the right to accept or reject any and all bids as it feels is in the best interests of the Town of Brownfield. Successful bidders shall submit payment for the vehicle(s) purchased within 15 days from the notice of award. Failure to do so may result in the award going to the next in line bidder. Winter Parking Ban
To aid in the removal of snow from November 15, 2014 through April 15, 2015, no vehicle shall be parked on any public street or way from 10:00 p.m. to 6:00 a.m., as per MSRA, Title 29-A Section 2068 and 2069, and the Town of Fryeburg Traffic Ordinance. Violators will be subject to a fine as defined in the Town Traffic Ordinance, and vehicles may be towed at the owner’s expense if they interfere with plowing or snow removal operations.
MRSA 29-A, Section 2396 prohibits any person from placing in the public way snow or slush that has not accumulated there naturally. Violators will be subject to fines under this section.

RSU Withdrawal
1) The Town of Raymond is seeking a member for the RSU Withdrawal Committee. On November 4, 2014, the referendum question regarding whether to withdraw from the RSU #14 passed. Per Step 6 of Title 20-A MRSA §1466 the Board of Selectmen will be directed to appoint a Withdrawal Committee to develop a Withdrawal Agreement. The four member Withdrawal Committee shall include: One member from the municipal officers, One member from the general public, One member from the group filing the petition., One member of the RSU#14 board who represents Raymond. The Town of Raymond is seeking a Raymond citizen to serve as a the member from the general public. Notice – Finding Of No Significant Impact – Notice To All Interested Persons
The State of Maine Department of Health and Human Services (DHHS), pursuant to Rules Relating to Drinking Water State Revolving Loan Fund (SRF), Chapter 230, Section 6 has prepared an environmental assessment for: Bridgton Water District
The Maine DHHS has reviewed a submitted environmental information document of the proposed project to receive funds from the Drinking Water State Revolving Loan Fund, DWSRF. From this review it has been determined the project will have no significant adverse effects and will improve the human environment of the Bridgton area. Therefore, an environmental impact statement will not be required to be prepared.
The proposed action is the determination of allocation for a new production well, through development and testing of three test wells. Once the production well site is determined a new well and associated piping to the existing pump station will complete the project.
A review of the proposed action by the DHHS has indicated that there will be no significant environmental impact. Specific locations and actions are summarized in the Environmental Assessment.

The Town of Naples is accepting proposals for the removal of a cabin in salvageable condition from its Kent’s Landing Park located across the street from the Naples Municipal Complex. The cabin is of 1940–1950s vintage and must be completely removed from the property.

To: Kim Thomson, a resident of the Town of Naples, in said County of Cumberland:
In the name of the State of Maine, you are hereby required to notify and warn the voters of the Town of Naples, in said County and State, qualified to vote in Town affairs, to assemble at the Naples Municipal Building in said Town of Naples, on Wednesday, September 10, 2014, at 7:00 P.M., then and there to act upon the following articles, to wit:
ARTICLE 1:    To choose a moderator to preside at said meeting.
ARTICLE 2:    To see if the Town will vote to appropriate $185,000 from unassigned fund balance (surplus) to purchase an improved parcel of land and the buildings thereon located at 1074 Roosevelt Trail (Tax Map U33, Lot 11) upon such terms and conditions as the Selectboard deems advisable in order to settle litigation encaptioned Estate of Robert Jean-Paul Begin v. Town of Naples, et al., Superior Court (Cumb. Cty.) Docket No. CV-13-293, and to authorize the Selectboard to execute such contracts, deeds and other instruments as may in the Selectboard’s judgment be advisable to effect the purchase of such property and the settlement of the lawsuit.
Selectboard recommends approval of the article.
ARTICLE 3:    To see if the Town will vote to appropriate $15,000 from unassigned fund balance (surplus) for repairs and/or remodeling of the Naples Municipal Building Gym Bathrooms and the Town Manager’s Office to remediate water damage.

Request for Proposals (RFP) Fire Department Review & Strategies Report
The Town of Bridgton is seeking proposals for the development of the Fire Department Review and strategies report to guide the Town in its ongoing efforts to match resources with current and future fire prevention and suppression needs. Full specifications are available on our website at www.bridgtonmaine.org or at the Bridgton Town Office.
Sealed proposals, clearly marked “Fire Department Strategies,” must be received by the Office of the Town Manager no later than Thursday, June 26, 2014, at 2:00 P.M. Eastern Standard Time, at which place and time all proposals shall be opened and read aloud. Eight (8) original hard copies must be supplied by each respondent.
The Town reserves the right to waive any informalities in the proposal process and will award the contract(s) based upon the relevant experience, qualifications and proposals that meet and are in the best interest of the Town of Bridgton. The Town may also select any alternative proposal that is deemed to be in the best interest of the Town. Prior experience and history will be a factor in awarding the bids. The Town reserves the right to reject all proposals and restart the RFP process.

As required by Section 6 of the State of Maine Rules Relating to Drinking Water State Revolving Loan Fund Chapter 230, the Department of Health and Human Services (DHHS) staff prepared a “Justification for Categorical Exclusion” on behalf of MSAD 61 Songo Locks Elementary School of Naples, Maine to exempt a proposed project from the formal environmental review requirements.

The proposed action is the addition of a radon treatment system and underground storage tank.

The Drinking Water Program’s review of the proposed actions has indicated that it meets the criteria of “Categorical Exclusion” listed in subsection c (II) of Chapter 230. The project is not likely to have significant effects on the quality of the environment. Specifically, the proposed action is minor upgrading and expansion of existing facilities on the existing site.

Therefore, a Categorical Exclusion from formal environmental review, as provided in Section 6 of the State of Maine Rules Relating to Drinking Water State Revolving Loan Fund Chapter 230, is being granted. This exclusion may be revoked at any time if: 1) the project is altered and no longer meets the requirements of a categorical exclusion, 2) new evidence shows that serious environmental issues exist or, 3) a local, State or Federal law is being or may be violated.

Project documents are on file and are available for public review at the offices of MSAD 61 and the offices of the Drinking Water Program.  Comments relative to this decision may be submitted to the Department of Health and Human Services Drinking Water Program.

Notice of a Public Hearing
The Select Board (BOS) shall hold a public hearing on the proposed Community Development Block Grant (CDBG) funding projects for HUD Fiscal Year 2014. The hearing shall take place at their regular meeting March 25, 2014, beginning at 6:00 p.m. The purpose of the meeting is to hear public comment on the applications. Please take notice that Hancock Lumber, PO Box 299, Casco, Maine, (207) 627-2159, intends to file an Air Emission License application with the Maine Department of Environmental Protection (DEP) pursuant to the provisions of 38 M.R.S.A., Section 590, on March 17, 2014. In accordance with Title 36 M.R.S.A., Section 706 as amended, all persons liable to taxation in the Town of Fryeburg are required to furnish the assessors true and perfect lists of all their estates, real and personal, taxable in said municipality. Such lists must be submitted to the Assessor at the Fryeburg Town Office on or before April 1, 2014.
HOMESTEAD EXEMPTION
New applicants for the Homestead Exemption Program are due at the Fryeburg Town Office before April 1, 2014.
VETERANS EXEMPTION
In accordance with Title 36, M.R.S.A., Section 653, as amended, VETERANS who are 62 before April 1, 2014, and widows of veterans who would have been 62 and never filed for an exemption, must apply before April 1, 2014.

The Town of Naples has posted town roads with heavy load limits pursuant to 29A M.R.S.A. The Town of Raymond is inviting all interested, qualified consultants and/or firms to submit proposals to develop and conduct a citizen opinion survey. The selected consultant will develop an appropriate survey instrument and methodology to gauge citizen opinion about the current program activities and future goal direction of the Town. These issues range from support for tax increases for various Town-related activities and capital expenditures; ranking of services performed by Town Staff and Elected Officials; and quality of life issues in Raymond. The consultant will also be responsible to further conduct the task of carrying out the survey by tabulating its results and preparing a final report.

VOLUNTEER REPRESENTATIVE NEEDED
The Town of Bridgton is seeking an individual to be our representative on the ecomaine Board of Directors. This position is voluntary and provides input in the policy-making decisions for the operations of ecomaine. Having an interest in recycling is important. Bridgton is a member community to ecomaine, where all of our trash, waste and recyclables are properly disposed of. The meetings are usually held once a month in the evenings in Portland.
Interested persons are asked to fill out an application from the Town’s website and submit it to the Office of the Town Manager, Three Chase Street, Suite 1, Bridgton, ME 04009.
