Notice of Community Development Grant Fund Availability – Call for Applications

Please be advised the Town of Bridgton is soliciting applications for the Town Of Bridgton Maine & Cumberland County Community Development Block Grant (CDBG) Program For FFY 2017. Applications are due January 15, 2017, on or before 3 p.m.

Applications are for Public Service. Applications must be for programs serving those with low/moderate income or for the elimination of slum and blight. Applications will be reviewed by staff and forwarded to the Community Development Committee for a recommendation and then forwarded to the Select Board for approval. It is not known, as of this writing, the amount of funds the town will receive. Applications are available in the Municipal Office at 3 Chase Street, Bridgton, Maine 04009, or on the town’s website: www.bridgtonmaine.org. Applicants are required to attend one mandatory “workshop” with Community Development staff to review requirements and project eligibility. Central Maine Power – Notice of Intent to File

Please take notice that Central Maine Power Company, 83 Edison Drive, Augusta, ME 04336, c/o Jacob Farmer, is intending to file a Natural Resources Protection Act permit application with the Maine Department of Environmental Protection pursuant to the provisions of 38 M.R.S.A. §§ 480-A thru 480-BB and regulations thereunder. CMP will also be seeking a Section 401 Water Quality Certification pursuant to 33 U.S.C. S 1341. The application will be filed on or about: December 9, 2016.

The application is for the construction of a new 9.5-mile long, 34.5 kV transmission line (to be known as Section 98) and the rebuilding of an existing transmission line (Section 94) in the same corridor. The purpose of this work is to improve the reliability of electrical service in the Lakes Region area communities. The line crosses wetlands, vernal pools, and streams, and as such requires a permit from the MDEP. CMP will clear trees along the existing transmission corridor, install transmission poles (approximately 60–70 feet tall), and establish temporary access during construction. Construction is expected to begin in early 2018 and will take approximately 8–12 months.

Location: The Sections 94 and 98 corridor begins at the Kimball Road Substation (Temple Hill Rd., Harrison) and terminates at the Bridgton Substation (Powerhouse Rd., Bridgton). The corridor passes over Routes 35, 37, and 117, Deer Hill, Hamlin, Monk, Kimball, Chadbourne Hills, Malcolm, Obelazy, and Plummer Landing Roads.

A request for a public hearing or a request that the Board of Environmental Protection assume jurisdiction over this application must be received by the Department in writing no later than 20 days after the application is found by the Department to be complete and is accepted for processing. A public hearing may or may not be held at the discretion of the Commissioner or Board of Environmental Protection. Winter Parking Ban

From November 17, 2016 – April 15, 2017, no vehicle shall be parked on any public street or way from 11:00 p.m. to 7:00 a.m. as per MRSA 29A Section 2068-2069 and the Bridgton Traffic Ordinance adopted January 10, 1995, and amended August 27, 1996, and October 25, 2005. A town-wide parking ban may be called for with notification. Vehicles may be towed at owner’s expense.

Notice to person(s) plowing driveways within the limits of the town of Bridgton, Maine 

Warning is hereby given that no person or persons shall plow, shovel or otherwise deposit snow, or cause the same to be done, into the limits of any traveled public way within the Town of Bridgton.

It is permissible to plow the snow bank left by the street plow directly in front of a driveway to each side of the driveway onto the snow bank.

Pursuant to MRSA 17A, Section 505, “Placing Obstructions on a Traveled Road” and MRSA 29A Section 2396 “Snow, a person may not place and allow to remain on a public way snow or slush that has not accumulated there naturally.” Persons in violation of these laws shall be subject to legal action.

Notice of a Public Hearing to discuss 2017/2018 Projects Utilizing the Community Development Block Grant Fund – Call for Public Input

Please be advised the Town of Bridgton Select Board will discuss potential projects utilizing Community Development Block Grant funds at a public hearing on November 22nd, 2016, at 6 p.m., in the Hearing Room off Iredale Street at the Municipal Offices.

For example, previous funds have supported projects as the Salmon Point Bathroom, the Town Hall and wastewater upgrades, as well as programs as Food Pantry, Fuel Fund, and Family Crisis Services.

The Board will discuss potential projects for the next fiscal year of funding beginning July 1, 2017. Potential projects for public projects include a new roof at the Bridgton Community Center and redevelopment of the Park on Iredale Street, as well as Recreation Department Summer Program scholarships, Food Pantry, Navigator Program, and Family Crisis Services.

The public is invited and encouraged to participate in this discussion. The resulting list of potential projects will be reviewed by the Community Development Committee and their recommendation forwarded to the Board of Selectmen for final approval. It is not known, as of this writing, the amount of entitlement funds the town will receive.

Town Hall – Request for Bids

Sealed proposals are being accepted for the Town of Bridgton Town Hall (the “Project”), which consists of obtaining competitive bids from responsible and responsive Contractors to remove and dispose of all exterior siding. Project must be commenced no earlier than April 15, 2017, and be completed no later than May 15, 2017.

A mandatory prebid meeting will be held on Tuesday, November 22, 2016, at 9:00 a.m., at the Town Office located on 26 North High Street, Bridgton, Maine 04009, to examine the work site. Attendance at this meeting by the Contractor or the Contractor’s qualified representative is a mandatory prerequisite for the acceptance of a bid from that Contractor.

Complete written bids shall be submitted in sealed envelopes plainly marked, “Town of Bridgton Town Hall Siding Project” to: Anne Krieg, AICP, Director of Planning, Economic & Community Development, 3 Chase Street, Bridgton, ME 04009, no later than 3:00 a.m., Thursday, December 1, 2016, at which time the bids will be publicly opened and read aloud.

All materials and labor required to complete the work will be supplied by the Contractor unless otherwise expressly provided for in the Contract Documents, attached hereto and made a part hereof. The cost and expense of all necessary labor, tools, and equipment required to complete the work shall be included in the prices stated in the bids.

The project is funded in part by HUD Community Development Block Grant funds. Davis-Bacon Federal Wage rates and reporting requirements apply to the Project; please take notice of the wage rate determination attached to the Contract Documents.

Winter Parking Ban

To aid in the removal of snow from November 15, 2016 through April 15, 2017, no vehicle shall be parked on any public street or way from 10:00 p.m. to 6:00 a.m., as per MSRA, Title 29-A Section 2068 and 2069, and the Town of Fryeburg Traffic Ordinance. Violators will be subject to a fine as defined in the Town Traffic Ordinance, and vehicles may be towed at the owner’s expense if they interfere with plowing or snow removal operations.

MRSA 29-A, Section 2396 prohibits any person from placing in the public way snow or slush that has not accumulated there naturally. Violators will be subject to fines under this section.

Town of Bridgton Planning, Economic & Community Development Department

The Town of Bridgton is seeking proposals from qualified individuals or firms to provide marketing and promotional planning services for the town. Successful applicants will demonstrate an ability to provide all of the following items: creative development of a brand for advertisement (radio, television, print, digital, video, etc.) and a plan for promotional support.

There will be an Open House to answer questions on the RFP on November 15, 2016, from 2 to 4 p.m., in the Municipal Office Building at 3 Chase Street, Bridgton, Maine. Absentee Ballots are now available for the November 8, 2016 General Election & Referendum Election.

Voters may make a written request for the voter’s own ballot, or that of an immediate family member by mail, in person or via fax.

Notice of Intent to File – Central Maine Power Company

Please take notice that Central Maine Power Company, 83 Edison Drive, Augusta, ME 04336, c/o Jacob Farmer, is intending to file a Natural Resources Protection Act permit application with the Maine Department of Environmental Protection pursuant to the provisions of 38 M.R.S.A. §§ 480-A thru 480-BB and regulations there under. CMP will also be seeking a Section 401 Water Quality Certification pursuant to 33 U.S.C. S 1341. The application will be filed on or about: October 12, 2016

The application is for the construction of a new 9.5-mile long, 34.5 kV transmission line (to be known as Section 98) and the rebuilding of an existing transmission line (Section 94) in the same corridor. The purpose of this work is to improve the reliability of electrical service in the Lakes Region area communities. The line crosses wetlands, vernal pools, and streams, and as such requires a permit from the MDEP. CMP will clear trees along the existing transmission corridor, install transmission poles (approximately 60–70 feet tall), and establish temporary access during construction. Construction is expected to begin in early 2018 and will take approximately eight months.

Location: The Sections 94 and 98 corridor begins at the Kimball Road Substation (Temple Hill Rd, Harrison) and terminates at the Bridgton Substation (Powerhouse Rd, Bridgton). The corridor passes over Routes 35, 37, and 117, Deer Hill, Hamlin, Monk, Kimball, Chadbourne Hills, Malcolm, Obelazy, and Plummer Landing Roads.

CMP will host a public information meeting on October 5, 2016, at 6:00 p.m., at the Harrison Town Office, 20 Front Street, Harrison, Maine.

A request for a public hearing or a request that the Board of Environmental Protection assume jurisdiction over this application must be received by the Department in writing no later than 20 days after the application is found by the Department to be complete and is accepted for processing. A public hearing may or may not be held at the discretion of the Commissioner or Board of Environmental Protection. Public comment on the application will be accepted throughout the processing of the application.

The application will be filed for public inspection at the Department of Environmental Protection’s office in Portland during normal working hours. A copy of the application may also be seen at the municipal offices in Harrison and Bridgton, Maine.

Notice of a Public Hearing – Planning Board – Proposed Land Use Ordinance – August 2, 2016, 7 p.m. – Downstairs Meeting Room, Iredale Street entrance to the Municipal Building addressed at 3 Chase Street

The Town of Bridgton Planning Board will hold a public hearing on a proposed Land Use Ordinance prepared by the Select Board appointed Land Use & Zoning Committee. The hearing is on Tuesday, August 2nd at 7 p.m. in the downstairs meeting room off Iredale Street in the Municipal Office Building addressed at 3 Chase Street.

The ordinance proposes to create four (4) new districts for properties abutting to or near to Route 302, generally from properties by the Civil War Monument to the municipal boundary with the Town of Naples. The districts are named Downtown Village Business District, Downtown Business District, Inner Corridor, and Outer Corridor. The districts’ ordinance contains requirements as to building setbacks, building height, parking, landscaping, use, sidewalks, building fenestration and building placement. The ordinance also proposes the creation of an advisory committee, called the Design Review Committee (DRC). The purpose of this committee is to review and make recommendations relevant to architectural and landscape designs for new construction and/or renovation of existing structures in the noted corridor of Bridgton.

The purpose of the public hearing is to review and comment on the ordinance as currently written. The Planning Board will forward these comments to the Land Use & Zoning Committee for possible edits and amendments.

The Select Board will also hold a separately-noticed public hearing on the ordinance on August 23rd.

The current draft of the ordinance can be found on the town’s website under Ordinances/Codes and Policies at www.bridgtonmaine.org or at the municipal office building 3 Chase Street, Bridgton, Maine 04009. You can also receive a copy by e-mail request to ecodevdir@bridgtonmaine.org. The document and accompanying district map will be available on or before July 21th. Bridgton Bottled Gas will be conducting a controlled burn from August 3rd to August 5th at our 4 Raspberry Lane facility.

This burn will be staffed at all times and a permit has been obtained from The Bridgton Fire Department.

This is a normal process to burn off propane in old tanks that are being taken out of service. This process is similar to burning propane in a gas fireplace in your home.

The Town of Bridgton Planning Board will hold a public hearing on a proposed Land Use Ordinance prepared by the Select Board appointed Land Use & Zoning Committee. The hearing is on Tuesday, August 2nd at 7 p.m. in the downstairs meeting room off Iredale Street in the Municipal Office Building addressed at 3 Chase Street.

The ordinance proposes to create four (4) new districts for properties abutting to or near to Route 302, generally from properties by the Civil War Monument to the municipal boundary with the Town of Naples. The districts are named Downtown Village Business District, Downtown Business District, Inner Corridor, and Outer Corridor. The districts’ ordinance contains requirements as to building setbacks, building height, parking, landscaping, use, sidewalks, building fenestration and building placement. The ordinance also proposes the creation of an advisory committee, called the Design Review Committee (DRC). The purpose of this committee is to review and make recommendations relevant to architectural and landscape designs for new construction and/or renovation of existing structures in the noted corridor of Bridgton.

The purpose of the public hearing is to review and comment on the ordinance as currently written. The Planning Board will forward these comments to the Land Use & Zoning Committee for possible edits and amendments.

The Select Board will also hold a separately-noticed public hearing on the ordinance on August 23rd.

The current draft of the ordinance can be found on the town’s website under Ordinances/Codes and Policies at www.bridgtonmaine.org or at the municipal office building 3 Chase Street, Bridgton, Maine 04009. Request for Qualifications – Central Fire Station

The Town of Bridgton seeks to commission a professional team led by a Maine registered architect to lead the feasibility study process for the Town of Bridgton’s Central Fire Station Remodel/Replacement Project. Design Professionals are to submit their qualifications for a feasibility study to analyze the following options:

A.) Remodel and expand the current station at 7 Gibbs Ave.

B.) Build new and remove the current station at 7 Gibbs Ave.

C.) Repurpose a building that exists in an appropriate location to serve as Central Fire Station.

D.) Build a new station in another appropriate location

This project includes a full feasibility study to determine existing conditions, including currently needed and reasonably anticipated repairs, project overview, renovation/repair costs, new facility cost estimates, site selection, project soft costs, project timelines and contingencies. The product expected from this phase is a set of design development plans and cost estimates of the comparable projects. The design process will include public edification and input. Stakeholders, consumers, residents and elected/appointed officials will be solicited to actively participate in the design process. There will be a review committee to determine the most qualified candidate.

Notice of a Public Hearing – CDBG Funds

The Select Board (BOS) shall hold a public hearing on a possible modification to the proposed and existing Community Develop-ment Block Grant (CDBG) funding projects for HUD Fiscal Years 2015 and 2016. The hearing shall take place at their regular meeting on May 24, 2016, beginning at 6:00 P.M., located in the downstairs meeting room in the Municipal Office. The purpose of the meeting is to hear public comment on the modification. The proposed modification is whether the 2015 funds appropriated to the property addressed at 55 Main Street to demolish the existing building and construct a public parking lot to serve the area can be re-directed to the 2016 year. This delay accommodates the owner’s needs. The funds would displace the funds for the construction of a new bathroom at Salmon Point which would then be directed to the current year to be spent, as this is an active project. The BOS is expected to take action at this hearing to direct staff to proceed with either project and also forward the town’s decision for funded projects, if amended, to the Cumberland County Community Develop-ment Office, take other action, or, to take no action.

Invitation To Bridgton Citizens:

The Town of Bridgton is seeking applications for interested citizens to serve on a newly-created committee titled Bridgton Microloan Committee (BMC.) This creation and subsequent appointment is pursuant to the Select Board Committee Policy Sections II.A.3 and III, respectively. Bridgton Microloan Committee — The BMC — is responsible for securing all necessary documentation and performing the required financial reviews and analyses, executing the loans and monitoring the business for job creation or job retention; and, adopting guidelines and approving amendments to the guidelines.

The Committee shall meet upon receipt of a loan application, shall provide a press release of all loans upon successful completion, and shall file an annual report to the Select Board of their loan activities. The Committee shall be comprised of: Select Board member; Business person; Member of Bridgton Economic Development Corporation; Certified Public Accountant, Banker, Attorney or Development; Bridgton Resident; Member of the Community Development Committee; and Town Manager or his designee.

Article 14: Non-State Funded Debt Service: To see what sum Maine School Administrative District No. 61 will raise and appropriate for the annual payments on debt service previously approved by the voters of this District for non-state funded school construction projects and non-state funded portions of school construction projects in addition to the funds appropriated as the local share of the District’s contribution to the total cost of funding public education from kindergarten to grade 12.

The Board of School Directors Recommends $1,805,097.

Explanation: Non-state-funded debt service is the amount of money needed for the annual payments on the District’s long-term debt for major capital school construction projects that are not approved for state subsidy. The bonding of this long-term debt was previously approved by the voters of the District.

Article 15: Additional Local Funds: (Written ballot required). To see what sum Maine School Administrative District No. 61 will raise and appropriate in additional local funds (Recommend $4,780,812), which exceeds the State’s Essential Programs and Services funding model by $4,409,349 as required to fund the budget recommended by the Board of School Directors.

The Board of School Directors recommends $4,780,812 for additional local funds and gives the following reasons for exceeding the State’s Essential Programs and Services funding model by $4,409,349:

1.$457,653 is the Teacher Retirement piece at 3.36% that was previously paid by the State.

2. Co-curricular and Extra-curricular activities: The State has supported an average of 10% Statewide; M.S.A.D. #61 receives about 9%.

3. Additional staffing district wide: staffing above the EPS minimums in the following areas: teachers, clerical, educational technicians (permanent substitutes), guidance and administration and seven workshop days per teacher and four workshop days per educational technician are not covered under the EPS formula.

4. Substitute pay: The State allocates half a day per student. This does not cover long-term absences due to lengthy medical leaves for long-term illnesses or for maternity leave where substitutes are paid at a higher rate.

5. Operations/maintenance of seven (7) District facilities.

6. Transportation: (includes special education transportation). This amount would encompass late buses, summer school, bus driver workshop days and our bus safety program.

7. Special Education: This additional amount is partly due to year-old student information, summer school, scheduling and reduced financial support at the Federal and State levels.

8. Technology: This includes the District initiative to provide laptops to every student grades six (6) through twelve (12), (of which grades seven (7), eight (8) and teachers grades seven (7) through twelve (12), are paid by the State); make computer labs available at the K-5 grade level and to support technology integration into the core learning areas including, English, Math, Science and Social Studies.

Explanation: The additional local funds are those locally raised funds over and above the District’s local contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the District’s budget for educational programs.

ARTICLES 16 AND 17 RAISE FUNDS FOR OTHER PROGRAMS SUPPORTED BY THE SCHOOL BUDGET

Article 16: Community Use Of Facilities: (Written ballot required). In addition to the amount in Article 15, shall Maine School Administrative District No. 61 raise $50,000 in additional local funds to keep District facilities open for community and other programs on Saturdays and school vacations, which sum exceeds the State’s Essential Programs and Services model by $50,000?

The Board of School Directors recommends a “YES’ vote for the following reasons: The cost to keep M.S.A.D. #61 facilities open for community and other uses on Saturdays and school vacations is not included in the State’s Essential Programs and Services funding model.

Explanation: The additional local funds are those locally raised funds over and above the District’s local contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts raised for the annual payment on non-state funded debt service that will help achieve the District’s budget for educational programs.

Article 17: Food Service Program: Shall Maine School Administrative District No. 61 raise $100,000 in additional local funds in support of the Food Service Program?

The Board of School Directors recommends a “YES” vote.

ARTICLE 18 SUMMARIZES THE PROPOSED SCHOOL BUDGET

ARTICLE 4. Shall the following amendment to the Town’s Zoning Ordinance be enacted? Section 7.4 is amended to read: “When work has begun prior to issuance of a permit, the fee of the permit shall double and the Town reserves the right to pursue any other remedies available to it under applicable laws. The Denmark Board of Selectmen have the authority to amend the fee schedule upon recommendation of the Planning Board and the Code Enforcement Officer.”
