PORTLAND WATER DISTRICT

Notice of Categorical Exclusion

The State of Maine, Department of Health and Human Services (DHHS), has issued a categorical exclusion in compliance with Section 6 of “Rules Relating to Drinking Water State Revolving Loan Fund Chaper 2370,” on behalf of the Portland Water District in Portland, Maine. Issuance of the Categorical Exclusion is to exempt a proposed action from the formal environmental review requirements.

The proposed action is to purchase a parcel of land, known as Tiger Hill Forest, comprised of 1,417-acres located on Peaked Mountain Road in Sebago, Maine. The property contains 3 miles of frontage on the Northwest River – a major tributary to Sebago Lake, the drinking water source of the Portland Water District. The Loon Echo Land Trust will ultimately own and manage the land; the organization’s mission is consistent with the District’s goal of long-term water quality protection. Conservation easements will be acquired that prohibit development of the parcel in perpetuity.

A review of the proposed action by the DHHS has indicated that it meets the criteria for Categorical Exclusion. Specifically, the proposed action is the purchase of land integral to the implementation of a source water protection plan. Furthermore, none of the criteria, which would result in the denial of a Categorical Exclusion, have been met. This exclusion may be revoked at any time if the criteria used for this issuance are violated.

From November 20, 2019 – April 15, 2020, no vehicle shall be parked on any public street or way from 11 p.m. to 7 a.m., as per MRSA 29A Section 2068-2069, and the Bridgton Traffic Ordinance adopted January 10, 1995 (amended August 27, 1996 and October 25, 2005). Notice to Person(s) Plowing Driveways Within the Limits of the Town of Bridgton

Warning is hereby given that no person or persons shall plow, shovel or otherwise deposit snow, or cause the same to be done, into the limits of any traveled public way within the Town of Bridgton.

It is permissible to plow the snow left by the street plow directly in front of a driveway to each side of the driveway onto the snowbank.

Pursuant to MRSA 17A, Section 505, "Placing Obstructions on a Traveled Road" and MRSA 29A Section 2396 "Snow, a person may not place and allow to remain on a public way snow or slush that has not accumulated there naturally." Persons in violation of these laws shall be subject to legal action.

Notice to Bidders - Invitation to Bid

The Town of Bridgton (Buyer) invites Bidders to submit sealed Bids for Wastewater Equipment (Goods) which includes: A-Packaged Wastewater Treatment Equipment; and B-Pressurized Drip Dispersal Equipment. The Contract generally consists of furnishing and delivery to 186 Portland Road, Bridgton, ME 04009, with provision of Special Services by manufacturers’ field service engineers and furnishing spare parts. The Town will furnish a construction Contractor under a separate future contract to receive the equipment, perform the equipment installation and perform the overall construction of a new wastewater treatment facility for the Town. The equipment under this Contract will be installed in the future wastewater treatment facility. The construction Contractor will also supervise and direct the Special Services being furnished under this Contract.

Bids will be received until 11:00 a.m. local time on Wednesday, January 15, 2020, at the Engineer’s offices 41 Hutchins Dr., Portland, ME 04102, Attn: Julianne Page. Bids will be publicly opened and read aloud. Bids received after the time of announced opening will not be accepted. Please be advised the Town of Bridgton is soliciting applications for the TOWN OF BRIDGTON MAINE & CUMBERLAND COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT CDBG PROGRAM for FFY 2020/2021. Applications are due January 20, 2019, on or before 4:00 P.M. Applications shall fall under the following types of projects/programs: Public Service, Public Infrastructure/Facility, Housing, Downtown Revitalization, or Economic Development. Applications must meet one of two national objectives: serving those with low/moderate income or for the elimination of slum and blight. Sealed bids for the project named above will be addressed to John Hawley, Town Manager, and received at the Town Manager's office, Naples Town Hall, 15 Village Green Lane (P.O. The Town reserves the right to accept or reject any bid, to waive any formalities or informalities in the bidding process, and to award the bid deemed to be in the best interest of the Town.

All bidders must be bondable. A Performance Bond in an amount equal to the estimated value of this bid, and issued by a bonding company licensed to do business in the State of Maine, shall be furnished to the Town upon request.

Work to include excavation, demolition of limited foundations, placing of addition foundations, construction of a two-story building addition, placement of sitework, demo of main entry and construction of upgraded ADA accessibility, installation of necessary drainage, piping, trusses, roofing, insulation, finished walls, trims, flooring, bathrooms, modifications of existing structure to accommodate all necessary requirements of construction, installation of a modular block retaining wall including BMP protection of adjacent water resources, and related appurtenance as detailed in the Scope of Work and Drawings. The Town of Brownfield will receive sealed Bids for the construction of the Porter Road Culvert over Linscott Brook, located in Brownfield, Maine, at the Brownfield Town Hall (82 Main Street, Brownfield, ME 04010), until 4:30 p.m., on September 17, 2019, at which time the Bids received will be publicly opened and read.

The Project generally consists of repair and mitigation of storm-damaged culvert including: shoring of the existing culvert and installing a new cast-in-place concrete scour wall and associated streambank restoration.

Oxford County West District Registry of Deeds Closure

The Oxford County Commissioners have voted to close the West District office of the Oxford County Registry of Deeds.

August 28, 2019, will be the last day the office will be open for recording. The recording hours will be 9 a.m. to 12 p.m., and 1 p.m. to 3:30 p.m.

There will be no recording for West District towns during the data merge which will take place on Thursday, August 29th and Friday, August 30th.

Starting September 3, 2019, all recordings will be handled at the South Paris registry office via mail, walk-in, or e-recording.

Any research can be performed online at www.maineregistryofdeeds.com, or in person at the South Paris office following the August 28th closure.

South Paris recording hours are from 8 a.m. to 3:30 p.m., and researchers and document drop-offs are welcome from 8 a.m. to 3:45 p.m.

Bridgton Water District – Notice of Public Hearing

The Bridgton Water District will be filing a revised rate schedule with the Maine Public Utilities Commission to be effective October 1, 2019.

A public hearing will be held on Thursday, May 30, 2019, at 7 p.m., in the Bridgton Water District Office at 235 Portland Road, in Bridgton, Maine. The purpose of this hearing is to present the proposed water rates, which are intended to increase the District’s annual revenues by $112,247. This represents an increase of 20% in total revenues. The last rate increase was April 1, 2015, almost five years ago. The increase is necessitated by increases in debt service and operating costs due to the water line replacements in conjunction with the sewer upgrades. A typical 1000 cubic foot water (7480 gallons) user should see an approximate $11.42/quarter increase or about $0.13 per day.

Estimated increases by customer class follows. Increases within each group will vary according to usage. Public Fire Protection has been increased to equal 30% of the total revenue in accordance with PUC regulations, Chapter 690.

Signatures on the petition are invalid unless accompanied by the printed names and addresses of the signers. Upon request, the district will provide customers with the appropriate petition forms.

The Board of Selectmen will be meeting at the Municipal Building on May 14, 2019, at 7:00 p.m., to hold a public hearing to inform voters of the proposed Charter Amendments to be voted on by secret ballot at the May 31, 2019 Municipal Election.

The proposed Charter Amendments (which are available for review in the Town Clerk’s Office), are summarized below:

Summary of Proposed Denmark Town Charter Amendment

1.  Upgrading the information on the Annual Town Meeting, public notification about town meetings and hearings, and election information (p.1).

2.  Use “in accordance with or pursuant to state law” rather than cite Maine State Statute (throughout).

3.  Board of Selectmen role clarified, and powers and duties section added (p. 2-3).

4.  Selectmen appointments and employee discipline clarified. Selectmen shall confirm Town Manager appointments of department heads, and any disciplinary cases over a 10-day suspension (p. 4).

5.  Elected Boards and Committee sections were updated (p. 5).

6.  Clarify the role of Town Manager as Chief Executive. Listed specific appointments made by Town Manager that require Selectmen to confirm (department heads) and those that do not (regular FT and PT employees, p.6).

Sealed proposals are being accepted for the Town of Bridgton, Harmon Field Snack Shack Project (the “Project”), which consists of obtaining competitive bids from responsible and responsive Contractors.
This project involves renovations, maintenance and improvements to the existing snack shack/press box building. This building is a slab on grade with CMU block walls, and wood frame second floor and roof structure. The intent is to improve the snack shack food preparation area functionality and inventory storage. To freshen up the exterior, address safety concerns in terms of stairs, handrails, balusters, and tread risers. The second-floor press box will be improved as well, with improved first baseline line of sight viewing.
A mandatory pre-bid meeting will be held on Monday, April 22nd, 2019, at 9:00 a.m., at the Harmon Field Snack Shack, corner of Lower Main and Oak Street, Bridgton, Maine 04009, to examine the work site. Attendance at this meeting by the Contractor or the Contractor’s qualified representative is a mandatory prerequisite for the acceptance of a bid from that Contractor.

Five Invasive Plant Surveys of Cushman Pond
Overview: The Town of Lovell, through the Lovell Invasive Plant Prevention Committee (LIPPC), is requesting five Invasive Plant Surveys of Cushman Pond (Midas #3224) performed in May – September 2019, which will include two Jack-Stay dives.
Contract Specifications:
(1) All littoral areas of the water body will be inspected, including the shallow coves where a boat or paddle board will be necessary as these areas are not swimmable.
(2) Two of the dives will be a survey of the Outlet Cove (approximately 650 ft. out from the landing) via scuba divers using the Jack-Stay grid pattern, either using the parallel line method, the J pattern, or a comparable dive method.
(3) Any plants located during the survey will be removed when located or marked with markers for removal and matting at the completion of the survey.
(4) Upon completion of the survey, the plants will be removed and properly destroyed. The location of the plant removed will be matted with the proper materials used for matting. Each mat will be numbered and a map showing their locations will be maintained.
(5) The contractor will be in compliance with all OSHA commercial dive standards and be able to present documentation that confirms compliance.
(6) The contractor will have Commercial General Liability Insurance which covers up to $5,000 medical expenses on any one person, up to $100,000 for damage to rented premise, up to $1,000,000 personal injury, a $2,000,000 general aggregate limit, products/completed operations aggregate limit of $2,000,000.

The deadline for submitting the proposal to the Town is by close of business May 3, 2019. A proposal must cover all of the specifications in the contract.

Upgrading the information on the Annual Town Meeting, public notification about town meetings and hearings, and election information (p.1).
Use “in accordance with or pursuant to state law” rather than cite Maine State Statute (throughout).
Board of Selectmen role clarified, and powers and duties section added (p. 2–3).
Selectmen appointments and employee discipline clarified. Selectmen shall confirm Town Manager appointments of department heads, and any disciplinary cases over a 10-day suspension (p. 4).
Elected Boards and Committee sections were updated (p. 5).
Clarify the role of Town Manager as Chief Executive. Listed specific appointments made by Town Manager that require Selectmen to confirm (department heads) and those that do not (regular FT and PT employees, p.6).
Town Manager discipline authority up to a 10-day suspension. Further disciplinary recommendations shall be brought to Selectmen. Town Manager roles and responsibilities clarified (p. 6–7).
